Gail Savage received her Ph. D. in British History from the University of Texas at Austin in 1977.  Since then she has taught at several institutions including the University of North Carolina at Charlotte, Syracuse University and the George Washington University.  She has been at St. Mary’s College of Maryland since 1994. 

Savage has published widely on the history of  social policy.  Her book, The Social Construction of Expertise: The English Civil Service and its Influence, 1919-1939 (1996), examined the role of the civil service in the development of social policy. Her work currently focuses on issues of divorce, marriage and domestic abuse during the nineteenth and twentieth century.  In the 2000-2001 academic year, a Post-Doctoral Fellowship awarded by the American Association of University Women supported the research for her book on the history of divorce, "Breaking Up is Hard to Do: Divorce and Divorce Law Reform in England, 1857-1937." On sabbatical for the 2007-2008, Professor Savage has an appointment as a Visiting Scholar in the History Department of Oxford Brookes University to complete this project.
