This program applies to all College employees, students, and contractors who are exposed or who have the potential to be exposed to heat hazards on campus property. The purpose of this program is to ensure all College employees working outdoors or in unconditioned indoor environments where environmental risk factors for heat illness are present, are protected from heat illness and are knowledgeable of heat illness symptoms, methods to prevent illness, and procedures to follow if symptoms occur.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Regulation<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Maryland Occupational Safety and Health (MOSH) Heat Stress Standards apply to both indoor and outdoor workplaces where employees are exposed to a heat index at or above 80 degrees Fahrenheit [COMAR 09.12.32]. The heat index, or apparent temperature, is an indication of what the temperature feels like to the body while taking into account relative humidity and air temperature.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Exemptions<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Employees who are incidentally exposed to a heat index at or above 80\u00baF for less than 15 minutes per hour.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Emergency operations and essential services.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Work areas in buildings, structures, and vehicles that have a mechanical ventilation system or fan that maintains the heat index below 80\u00baF.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">What are heat-related illnesses?<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Exposure to abnormal or prolonged amounts of heat and humidity without relief or adequate fluid intake can cause various types of heat-related illness.\u00a0 People suffer heat-related illness when their bodies are unable to regulate internal body temperature. In hot weather, the body normally cools itself by sweating. Under some conditions, however, sweating isn't enough. Such conditions include: high humidity, where air movement is limited, working in direct sun, heavy physical exertion and poor physical condition. Some medical conditions and medications can also reduce the body's ability to tolerate heat.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are 3 types of heat-related illness:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Heat Cramps<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Heat Exhaustion<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Heat Stroke<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div><\/div><div id=\"panel-467-0-0-1\" class=\"so-panel widget widget_smcm-accordion\" data-index=\"1\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-smcm-accordion so-widget-smcm-accordion-base\"\n\t\t\t\n\t\t><div class=\"smcm-accordion  navy\"><div class=\"title-container\"><h3>Department Supervisors and Managers<\/h3><i class=\"fa-solid fa-plus open-close\" ><\/i><\/div><div class=\"smcm-accordion-content\"> <div class=\"smcm-ac-content-wrapper\"><ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Monitor heat index throughout the work shift, using direct measurements of temperature and humidity, National Weather Service or other recognized source, NIOSH Heat Safety Tool application.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensure personnel who work outdoors complete required heat safety training initially (upon hire or prior to starting work outdoors) and annually:<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Implement the written Heat Illness Prevention plan.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Implement high-heat procedures and ensure appropriate worker acclimatization.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facilitate cool-down rests in the shade and supply drinking water.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">When there is a high heat advisory, meet with the staff to discuss Heat Illness prevention plan, provide reliable means of summoning emergency medical services, monitor employees well-being and recognize symptoms of heat illness.<\/span><\/li>\n<\/ul>\n<\/div><\/div><\/div><\/div><\/div><div id=\"panel-467-0-0-2\" class=\"so-panel widget widget_smcm-accordion\" data-index=\"2\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-smcm-accordion so-widget-smcm-accordion-base\"\n\t\t\t\n\t\t><div class=\"smcm-accordion  navy\"><div class=\"title-container\"><h3>College Employees and Contractors<\/h3><i class=\"fa-solid fa-plus open-close\" ><\/i><\/div><div class=\"smcm-accordion-content\"> <div class=\"smcm-ac-content-wrapper\"><ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Complete required training initially and annually:<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Follow your department's Heat Illness Prevention Plan<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Drink adequate amounts of suitably cool water (up to one quart\/hour).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Request breaks when needed.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">When temperatures are at or above 90\u00baF take preventative cool-down rest breaks of at least 10 minutes every 2 hours.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">When temperatures are at or above 100\u00baF take preventative cool-down rest breaks of at least 15 minutes every hour.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Recognize and monitor yourself for symptoms of heat-related illness and know your personal risk factors for heat-related illness, which may include medications, obesity, diabetes, heart disease among others.<\/span><\/li>\n<\/ul>\n<\/div><\/div><\/div><\/div><\/div><div id=\"panel-467-0-0-3\" class=\"so-panel widget widget_smcm-accordion panel-last-child\" data-index=\"3\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-smcm-accordion so-widget-smcm-accordion-base\"\n\t\t\t\n\t\t><div class=\"smcm-accordion  navy\"><div class=\"title-container\"><h3>Environmental Safety<\/h3><i class=\"fa-solid fa-plus open-close\" ><\/i><\/div><div class=\"smcm-accordion-content\"> <div class=\"smcm-ac-content-wrapper\"><ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Develop and oversee the personnel safety and compliance requirements.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Provide Heat Safety training and update as needed.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Provide a template Heat Illness Prevention Plan and update as needed.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Provide technical assistance to units and departments.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Incidence response, tracking and prevention<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Serve as College representative and liaison to Maryland Occupational Safety and Health for all campus locations.<\/span><\/li>\n<\/ul>\n<\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div>","protected":false},"excerpt":{"rendered":"<p>Program
