It is accompanied by the Performance Accountability Report, a written analysis of how the institution is meeting those goals.\u00a0 The MFR reports from all state agencies are published and made available to the Governor, the legislature, and the public.\u00a0 \u00a0<a href=\"http:\/\/dbm.maryland.gov\/budget\/Pages\/operbudhome.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">The annual &#8220;budget books&#8221; are available here<\/a> on DBM&#8217;s website; the MFRs are in Operating Budget, Vol. 3.<\/p>\n<ul class=\"one-half in-page\">\n<li><a submitted annually to the Maryland Higher Education Commission (MHEC).\u00a0 It is a written narrative that accompanies the Managing for Results report, which is the list of SMCM&#8217;s key goals and numerical performance measures.\u00a0 The SMCM report is included in the overall PAR for all of Maryland&#8217;s public colleges and universities, which is then sent to the Governor and the
