The shared vision for the Professional Development Collaborative between St. Mary’s College of Maryland (SMCM) and St. Mary’s County Public Schools (SMCPS) is to support PreK – 12 student achievements through collaborative sites of inquiry that promote continuous professional development for novice- as well as experienced- educators with particular emphasis on reflective practice, relationship-building skills, and a research orientation toward teaching.
The Professional Development Collaborative represents a partnership of learners engaged in lifelong professional development. This collaboration between the school system and the teacher education program enables all participants to develop their intellectual and personal potential for a lifetime of learning, resulting in responsible, productive participation in a diverse and dynamic world. Further, the Professional Development Collaborative embraces the Mission of SMCPS:
Know the learner and the learning,
expecting excellence in both.
Accept no excuses, educating ALL
with rigor, relevance, respect, and
A Professional Development School (PDS) is a collaboratively planned and implemented partnership for the academic and clinical preparation of interns and the continuous professional development of both school system and institution of higher education (IHE) faculty. The focus of the PDS partnership is improved student performance through research-based teaching and learning. A PDS may involve a single or multiple schools, school systems and IHEs and may take many forms to reflect specific partnership activities and approaches to improving both teacher education and PreK-12 schools. Because the College works with the entire St. Mary’s County Public Schools organization, coordinating placements for field experiences, after-school tutoring and other literacy support, and for internships at the county level, we conceptualize our relationship as a “Professional Development Collaborative.” Each year we do have “concentration sites” at which interns are placed in groups in order to facilitate their collaborative action research projects and professional development for all parties, but in any given year, we maintain relationships with additional schools and have representation from these schools in the governance process.
Professional Development School (PDS) Standards
This chart was developed by the Maryland State Department of Education (MSDE) to set the expectations for and guide the collaboration between Maryland institutes of higher education and the school systems in which their teaching interns are placed. These five standards, along with the four components of each, form the basis for the partnership between the MAT program at St. Mary’s College of Maryland and the Professional Development School sites in SMCPS.
